The World Food Programme (WFP) is the food-assistance branch of the United Nations and the world's largest humanitarian organization addressing hunger and promoting food security.

In 1994, the death of the Sultan of Oman initiated a month long coup. With the help of a US Marine Expeditionary Brigade the Royal Army of Oman defeated the rebels. In the wake of the MEB's withdrawl, the US government is planning to send an Army division to provide continuing, long term security in the country. In the midst of this handoff a nearby Marine Expeditionary Unit aboard the LHA Tarawa will provide a temporary stop gap force in the northwest of Oman where a brutal insurgency against the new Sultan is forming.
