v 20204-04-26B eliminated AI Helo flight that was the real problem.  Thanks to Scotth6 on the forums!

-  Eliminated statics on ramp to try to solve a taxi logic problem.

- Fixed wrong file included in zip.  Sorry Vector7, it was my dumb mistake.

- Added APPROACH and DEPARTURE controllers
