mig21并未像其他 ED 官方模组一样提供汉化文件，
经过我研究，找到了汉化方式，此汉化文件不会修改覆盖任何安装。
所以直接放在dcs的相应目录下，不受修复更新影响。

v1.0: 座舱提示和按键设置全部翻译完毕。
