How to put the file where it should be:
Extract the zip file and then place in the folder:
C:\Users\<username>\Saved Games\DCS.openbeta\Liveries\F-15C
If you do not have the liveries folder just create it don't worry about it.

Измъкнете zip файлът и го поставете в папката:
C:\Users\<username>\Saved Games\DCS.openbeta\Liveries\F-15C
Ако не виждате папката 'liveries', създайте я сами, името на папката просто трябва да съвпада с останалите папки на играта иначе няма да проработи.
How to test:
Go to quick mission and select cold start with the plane, then \ and F8, and rearming and refueling, you should find the name "F-15 BAF 'Trakia'" and everything should be good.
Как да тествате дали скина работи:
Започнете бърза мисия и изберете 'cold start', след т'ва \ и F8, после rearming and refueling, и би трябвало да намерите името "F-15 BAF 'Trakia'" и всичко би трябвало да работи както трябва.
