To install the skin, extract the folder "Fictional german airforce J-11A skin" and put it into C:\user\<your usernam>\saved games\DCS\Liveries\J-11A
Alternatively, the skins can be installed in main DCS installation folder in DCS\core mods\aircraft\ChinaAssetPack\Liveries\J-11A
