You will find this kneeboard folder here, and if not create one. Make sure the names of both folders are like shown below:

F-16C_50
otherwise the pictures might not show up.
C:\Users\Admin\Saved Games\DCS.openbeta\Kneeboard\F-16C_50
where "\Admin\" should be your username for example \jester\
This is the Falcon BMS start up procedure, but this will work just fine with the DCS F-16 module.
Familiarization with the F-16 Cockpit is highly recommended before use.
