A small tweak to the external flyby sounds of Heatblur's F-14B Tomcat.

I personally think Heatblur did an excellent job with the F-14B Tomcat's external sounds, especially considering the fact that all the source material they had to work with was no newer than 2006. However, as an experiment to make it sound *different* I decided to tinker a bit with its sounds, specifically the ones you hear in a flyby. I've never seen an F-14B fly in person so I don't know how accurate it is, and I'm not sure if I personally really like it over the default sounds, but here it is anyway for anyone who for whatever reason doesn't like the current sounds.

Install just like any other mod, either with OvGME/JGSME, or manually by extracting the contents of the "F-14B-flyby-sound-mod" folder to your "DCS World" folder.

If you have any feedback, please let me know.

Changelog:
October 22, 2019: Tinkered with sounds a bit more.
November 25, 2019: Very high subsonic flybys have a bit more depth.
